If you travel to Shimoda with small child by train from Tokyo area I recommend you this train because this train has a particuler space for children.....

All seats for Super View Odoriko require reservations but there is no extra charge to use this room.
Anytime the children play in this room for free!
In addition there is a nursing room for mother and baby in this car.
It takes about 2 and half hours from Tokyo to Shimoda.
